Tarot cards are used as guides of sorts by humans; the Arcana have always been an illuminator in times of darkness for them. Tarot cards are a single deck of cards based on things around humans--magic, astrology, the Zodiac, elements, and so on. Each card has negative and positive traits defining and answering questions, telling about the past, the present, and the future, along with generally providing guidance.
In other words, the deck is sort of like what you guys think of as your Seer, but you don't have to be a Seer to use it. You just need to understand what the cards are telling you.
